Memphis 3.0, the City’s Comprehensive Plan for the next 20 years, utilizes an anchor strategy that encourages future development to places where change was  desired by residents. The Raleigh Town Center anchor is an accelerate anchor at the intersection of Yale Rd and Austin Peay Hwy that can strengthen existing assets and absorb mixed-use infill development. Once the former Raleigh Springs Mall but now owned by the City, the site has been under construction and will be the new home of the Raleigh Public Library, police precincts, a skate park, and pond with a 1-mile walking trail. The site of the Raleigh Town Center will leave approximately 30 acres available for further private development and has been designated an Urban Center according to the Memphis 3.0 Comprehensive Plan.
