Memphis 3.0 plan called 'long overdue' as it starts its path toward adoption

The city of Memphis' first comprehensive plan in decades got its final airing Thursday before it starts its path through the City Council's adoption process.

The Memphis 3.0 plan, with a guiding principle of "build up not out," was characterized as overdue by some in the crowd of roughly 50 that gathered at Memphis Bioworks Thursday night.
