
Memphis 3.0 5-Year Update
From August 2024 through today, the Office of Comprehensive Planning has been hosting community workshops across the 14 planning districts as a part of the 5-year update process. ​The goal of this page is to make public the record of what was presented, and the feedback that was received, at every 5-year update workshop. Each completed district meeting has three sets of files: our official summary of resident feedback from the meeting, the informational document that was used by residents at the meeting, and the maps that were presented at the meeting.

Why were different districts presented with different information?
If you take time to look at information in multiple districts, you may notice that the maps and informational packets look a bit different. That's not an accident! As we progressed through the workshops, we started to test new ideas for the update. Some of those ideas were small, like how we showed on a map that we were suggesting a change. But other ideas were big, like introducing new Future Land Use categories and creating designations such as "Gateways". While these were not offered as an option in some of our earlier workshops, it was the conversations we had with community members in those meetings that helped us form those ideas.

Are these the new Future Land Use and Zoning maps for my neighborhood?​
No. While our staff took time and effort to create maps for your meetings, most district maps will need some level of revision for our final proposed update. There are two reasons we may change something... Firstly, because you asked us to. We take resident feedback seriously, and our goal is to make the map reflective of community input. Secondly, because the maps aren't the only changes we are making in the plan. We are amending text, revising actions and priorities, and rethinking the language and intent of our Future Land Uses and Zoning to better clarify and distinguish the types of neighborhoods Memphians wish to see. As we change the meanings of those districts and zones, we need to make sure that the new descriptions and intents align with a neighborhood's stated goals and priorities.

My neighborhood had a meeting with staff, but I don't see those notes...
Correct. Do not worry! Your input was valuable and will ultimately influence our final proposals. What is shown on this page is only information that was presented and collected at the public workshops.

Can I still give feedback?
Absolutely! Our top priority is to make the updated Memphis 3.0 reflective of your neighborhood's voice. If you feel that our summary document does not accurately reflect your neighborhood's concerns, let us know what we missed. If you have questions about the proposed Future Land Use or Zoning in your neighborhood, ask us. If you and your neighbors missed the meetings and want an update on what we are thinking, we can set up a time for you to review our work and offer any additional feedback.

Workshop 3 - Zoning
During Workshop 2, resident feedback painted a very clear picture for how you want us to think about the neighborhoods and places that make up Frayser. The challenge was that the clear thoughts on businesses, housing, and bike lanes didn't match the Future Land Use Map that our notes say was approved. That made it challenging to make zoning recommendations, because it was difficult to find compromise between those two competing ideas. In an effort to clarify what residents wanted, our team prepared multiple Future Land Use and Zoning scenarios for residents to evaluate at Workshop 3.

In retrospect, we recognize that proposing zoning boundaries that directly correlate to Future Land Use created more confusion than clarity about how Zoning and Future Land Use are related.
